he Wisconsin Home Energy Assistance Program (WHEAP) assists eligible households​ with their heating and electric bills. It is funded by the Low Income Home Energy Assistance Program (LIHEAP) and the ​​​Public Benefits (PB) program.

The two basic parts of energy assistance are regular benefits and crisis assistance. In addition, HE+ HVAC Program Services and HE+ Water Conservation Program Services are operated under WHEAP. 
WHEAP benefits are not guaranteed to eligible households. When funds for a program year are exhausted, no benefits are issued, even to eligible households.

At the Division of Energy, Ho​using and Community Resources (DEHCR), we offer programs that help people with energy costs, housing needs, and community support.​
The energy programs (Home Energy Plus / HE+) help eligible households with electric and heating costs, energy efficiency improvements, and HVAC/water-heater repairs or replacements.  The housing progrms provide funding for homelss and special needs services, plus rental assistance, home purchase assistance, and home rehabilitation.
